Business analysts for civil registry development on-site in El Salvador (fluent Spanish required)

This is what we are looking for:

The Business Analyst will work in close coordination with the Team Leader and the Systems Architect, acting as a bridge between the technical implementation and the functional requirements of the Civil Registration System (REVFA).

A minimum of 330 full-time on-site working days is foreseen for the Business Analyst throughout the implementation period of the tasks set out in the contract. The work will be fully on-site.

The Business Analyst will be crucial in ensuring that all technical solutions developed within the project are aligned with the actual needs of the RNPN and the end users, providing the essential connection between business needs and technical implementation.

Qualifications and Skills:

  • University degree in one of the following fields: Information Systems Management, Public Administration, or related disciplines that support a business analysis skill set. In the absence of such a degree, 5 years of relevant professional experience may be accepted as an equivalent. A degree from the European Union will be considered an asset.

  • Professional certification in business analysis and/or systems analysis methodologies will be considered an asset.

  • Fluency in Spanish (oral and written).

  • Knowledge of English.

General Experience:

  • At least 3 years of experience in similar positions, preferably in the public sector. Experience in the public sector in EU Member States will be considered an asset.

  • A minimum of 10 years of proven professional experience in one or more of the following areas:

    • Business analysis or process improvement

    • Working with public sector organizations in digital transformation initiatives

    • Requirements management throughout the system development lifecycle

Specific Experience:

  • Experience in at least 2 projects related to modernization and/or digitalization of public services.

  • Experience in the development of user acceptance test plans and criteria for government systems and/or in requirements analysis for interoperability between government systems.

  • Experience in mapping and analyzing data flows for personal information in compliance with data protection regulations.

  • Experience in developing functional specifications for systems that manage vital records or citizen identity information will be considered an asset.

  • Experience in reengineering and optimizing public sector processes will be considered an asset.

  • Experience working within project management frameworks for government IT initiatives will be considered an asset.

  • Experience in gathering and documenting requirements from diverse stakeholder groups will be considered an asset.

  • Experience in translating regulatory requirements into functional specifications will be considered an asset.

  • Experience in documenting, analyzing, and interpreting complex datasets and a creative approach to solving complex business challenges and redesigning business processes will be considered an asset.

  • Experience in evaluating the effects of system changes on organizations, processes, and personnel will be considered an asset.

  • Experience in Latin American public sector contexts will be considered an asset.
