A minimum of 660 full-time on-site working days is foreseen for the Systems Architect throughout the implementation period of the tasks set out in the contract. All working days shall be on-site.

The Systems Architect will be responsible for ensuring the overall technical quality, security, and interoperability of all solutions developed within the project, working closely with both the Team Leader and the development teams to deliver sustainable and effective solutions for the Digital Civil Registry System of El Salvador.

Always in coordination with the Team Leader, the Systems Architect will act as the main advisor to RNPN/SIP in the technical areas of the project.

Qualifications and Skills:

• University degree in one of the following disciplines: Computer Science, Software Engineering, Information Technologies, Systems Architecture, or a related field. In the absence of such a degree, 5 years of professional experience may be considered as an equivalent. A degree from a European university will be considered an asset.

• Postgraduate studies or certification in any of the following areas will be considered an asset: development standards, systems architecture (on-premise and cloud), information security, or other related technical fields.

• Fluency in Spanish (spoken and written).

• Knowledge of English.

• Knowledge of enterprise architecture frameworks, methodologies, and security, and/or cloud architecture design (public, private, hybrid) will be considered an asset.

• Knowledge of risk assessment and mitigation planning in technology projects will be considered an asset.

Professional Experience:

• At least 3 years of experience in similar positions (experience in EU Member States will be considered an asset).

• Experience in at least 2 projects related to "civil registry", "digital identity", or similar government systems.

• Experience with Java and Angular programming languages.

• Experience in designing secure API-based integration solutions for government interoperability and service-oriented architecture will be considered an asset.

• Experience in implementing data protection systems and privacy by design for systems handling personal data, as well as in security architecture (ISO 27001, GDPR principles), will be considered an asset.

• Experience with PostgreSQL databases and/or Red Hat Linux, Openshift, and Single Sign-On technologies will be considered an asset.

• Experience with regulations (including the eIDAS framework) and implementation of electronic signature systems and/or digital transformation initiatives will be considered an asset.

• Experience in designing secure cloud-based architectures, including hybrid or multi-cloud environments, will be considered an asset.

• Experience in supervising development teams, business analysts, and ensuring the quality of technical implementations will be considered an asset.

• Experience with civil registration systems and digital identity infrastructure, PKI technology for electronic signatures and/or timestamping of electronic records will be considered an asset.

• Experience in interoperability frameworks and API design principles, and/or in design and optimization of databases for high availability systems will be considered an asset.

• Experience in applying electronic signature standards (including the eIDAS framework) and their implementations will be considered an asset.
